Cautious Hope From Commissioner Neeley

By Ward Norris

Tuesday, Commissioner James Neeley addressed a full crowd of area business leaders for the Putnam County WEOC (Workforce Employer Outreach Committee).

Offering a few cautious glimmers of hope for the Tennessee workforce, Commissioner James Neely’s comments were met with some enthusiasm.

Those present voiced anxiety prior to his message. “It seems that all the news we get is bad news these days. I’m hoping he’s got something good to say.” Said one Human Resources manager in attendance.

Speaking about the state of the Tennessee budget and other issues facing the Tennessee labor force and its leaders, Commissioner Neeley frankly stated "I wouldn't rule out additional state lay-offs" in the reconciling of budget.

The 'good' news, according to the Commissioner, is that the state is being proactive about budget issues, addressing now predicted short falls in 2009 as the job market shifts and displaced employees draw unemployment.

The hope, at least in part, seems to be in the new business potentially generated by the VolksWagon manufacturing center in Chattanooga, TN.

Commissioner Neeley praised the Putnam County commission in their decision to move forward on the Highlands Industrial Park, in readiness for new organizations.

Neeley cited South Carolina's experience where they had been promised five supplier organizations, and, to date, had acquired 79 such organizations.

While new business may be a source of jobs and revenue for the area, Neeley also stated that "we know that most job growth comes from existing businesses" and addressed continued commitment to programs like the Incumbent Worker Training, which support those area businesses in developing current employee's skills.
